The figure below shows the calculated behavior of the dynamic contact angle on the contact line velocity.

The contact angle varies during the oscillation. If the velocity of the contact line is greater or less zero then contact angle depends on the contact line velocity. If the contact line velocity is equal zero then the contact angle varies within the contact angle hysteresis.
